Quinn grants 74 clemencies, denies 99
SPRINGFIELD — Michelle Gardner briefly appeared in the public eye in 1994, hailing Republican Gov. Jim Edgar’s welfare-to-work program in a campaign ad that dropped off the airwaves around the time word surfaced that she had been convicted of voluntary manslaughter.
